The International Program for Civil Aviation Leaders (TIPCAL) 2026, organized by the General Civil Aviation Authority (GCAA) of the United Arab Emirates, was successfully held in Dubai from 3 to 7 February 2026, bringing together global aviation leaders and policymakers.
Recognized as a leading platform for high-level civil aviation officials, TIPCAL focused on promoting innovation, sustainability, and international cooperation in the aviation sector. The 2026 edition highlighted key themes such as Artificial Intelligence (AI)-based governance, digital leadership, aviation sustainability, climate change response, and future-ready government strategies under the theme “Shaping Future Governments.”
More than 150 ministers, directors general, subject matter experts, and government delegations from over 35 countries participated in the program.
Sri Lanka was represented by a high-level delegation including the Secretary to the Ministry of Civil Aviation, Mr. W. W. S. Mangala, and the Director General of the Civil Aviation Authority, Captain Daminda Rambukwella, reaffirming the country’s commitment to strengthening global partnerships and advancing the development of its aviation sector.
